Any active memebr, which means 7 posts, must have right to vote.
Strict limitation of having 100 posts before the right for voting, was a partially invented because of last years some people tried to register new users and manipulated the results.
Now the limitation 100 posts are still there but only for one who is fresh registered. Anybody else who already a active user, which means registration at least 90 days ago and wrote 7 posts, have right to vote.
