Siranoush Manoucharyan, an election proxy for the Congress-HZhK alliance at Yerevan’s 9/07 polling precinct, has told Hetq that she has seen individuals registered in Vanadzor, Gyumri and the provinces of Gegharkounik and Armavir voting at her precinct.
