These are elections of moderators responsible for organizing elections every year as well moderating Forums "Elections" and "Appeals". It being organised affter all other elections are made.
Council of court have possibility to moderate any forums in extreme cases: when moderators are absent or being resigned, as well courts must make decisions for appeals, if some forum user have conflicts with moderators,for instance get's infraction, but exhibits appeal that he is not agree with it.

So a kind of court that have right to clarify disputable issues based on forum rules and start resignation polls for any moderator.
